Article 32: Exercise of Functions

In the exercise of any function in respect of which it is provided by this Constitution that the Governor shall act in accordance with the advice of the Cabinet, the Governor shall, so far as is practicable, consult with the Cabinet before making any decision.
The Governor shall not be obliged to act in accordance with the advice of the Cabinet in the exercise of any function which, by this Constitution or any other law, is expressed to be exercisable by the Governor in his or her discretion or in accordance with the instructions of a Secretary of State.
