Article 40: Advisory Committee on Prerogative of Mercy

There shall be an Advisory Committee on the Prerogative of Mercy which shall consist of the Attorney General, the Chief Medical Officer, and not more than four other members appointed by the Governor.
The Committee shall advise the Governor on the exercise of the power of pardon.
