Whenever the Governor is absent from the Cayman Islands or considers it desirable to do so for any reason, he or she may, by instrument under the public seal, appoint the Deputy Governor or any other Caymanian public officer to perform on his or her behalf such of the functions of the office of Governor as may be specified.
