Article 33: Acting Contrary to Cabinet Advice

In any case in which the Governor is by this Constitution directed to act in accordance with the advice of the Cabinet, the Governor may act otherwise than in accordance with that advice if he or she is instructed to do so by a Secretary of State, or if, in his or her judgment, compliance with such advice would involve any infringement of any of the special responsibilities of the Governor.

Governor may override Cabinet advice when instructed by Secretary of State.
