Article 73: Legislative Assembly May Transact Business Notwithstanding Vacancies

The Legislative Assembly shall not be disqualified for the transaction of business by reason of any vacancy in the membership thereof, and any proceedings in the Assembly shall be valid notwithstanding that some person who was not entitled to do so sat or voted in the Assembly.
