Article 81: Governor's Reserved Power

If at any time the Governor considers that it is necessary in order to discharge any of the Governor's responsibilities for a law to be enacted that the Cabinet will not support, the Governor may, with the prior approval of a Secretary of State, cause to be published the text of such a bill as a Government Notice and may declare that the bill shall have effect as if it had been passed by the Legislative Assembly and assented to by the Governor.
